In the same pot, add the onion and garlic and sauté until softened. Add the cumin, coriander, paprika, cinnamon, ginger, and cayenne pepper and stir for about a minute.

Return the beef to the pot and add the beef broth, diced tomatoes, chickpeas, carrots, turnips, and potatoes. Bring the mixture to a boil, then reduce the heat to low and let it simmer for about 1 hour, or until the beef is tender.

Stir in the raisins and parsley, and season with salt and pepper to taste.

Serve over couscous, or with bread to soak up the flavorful sauce.
